It was in Hufflepuff that Rufus's determination and ruthless work ethic were truly developed, and it was the makings of these qualities that put him into Hufflepuff. It is possible Rufus might have been a Slytherin in the making, for he certainly had a streak of 'at all costs' to him - but it was not ambition that pressed him forward; nor was it the motive.
It was ethics. Rufus is a firm believer in order. Chaos is impossible to quash, but he firmly believes it can be maintained, regulated, and that these goals in a civilized society had to be held above all others. Though he came into Hufflepuff with determination, the house also gifted upon him grace and good nature. Academic strengths and weaknesses: Rufus's strengths lie primarily in anything that requires good, wholesome hard work. Reading bores him, and he learns best from crunching through the exercises over and over and over. His best classes were defense, transfiguration, and charms - mostly because they were active and involved aggressive wandwork. His worst, certainly, were astronomy and history. He could barely stay awake for either.

Fullblood; the Scrimgeour 'clan' isn't particularly purist, but the isolation of long ago and the tradition to keep to the clans has placed some importance upon who is marrying whom. Muggleborns have been thrown into the mix here and there, but Rufus would be hard pressed to remember which of his family members has muggle forebears.
Scrimgeour money is old money. Old, old money. Old because no one is willing to spend it. It wouldn't be entirely fair to call Rufus's father and grandfather 'old miserly Scotsmen,' but they certainly couldn't be accused of raising spoilt children. No, Rufus grew up with a very stern appreciation of the coin.
History
Rufus was born to a rather large clan of Scrimgeours: seven sisters and two brothers all told. He was the youngest and cutest - but babying was an unheard of thing in the Scrimgeour household, and Rufus was put to work just like the rest when the time came. It was a childhood of discipline and rigorous chores that shaped the future Minister of Magic, and though the elder family members often rubbed elbows with other old families, there was always the distinct impression that they were something different - something a bit more raw and wholesome.
Hogwarts was a transition for Rufus. These were months at a time he had to go without hunting, without fishing, and without getting into fights with his older brothers. He eventually picked up quidditch as the outlet for his desperate need for physical activity, and eventually the dueling club filled in the gaps where needed.
It took Rufus five years at Hogwarts to decide what he wanted to do with his life. According to his Head of House, wanting to do "something lawful" wasn't quite specific enough for a schedule of classes. Trouble was, Rufus wasn't exactly an ambitious person. He wanted a job and wanted to do it well - and he'd already had enough experience in school to realize that many people couldn't even do that. Eventually, he settled on the position of auror, seeing as how the necessary classes were the ones he was already doing quite well in.
Graduation eventually followed, and Rufus, who had never done anything but hard work in his life, left behind a string of girlfriends who all claimed he hadn't worked hard enough. He simply hadn't the temperament. They were slow and he was moving - forward, forward, forward. Auror training was deliciously taxing, and Rufus relished the idea of murderously difficult work. This was something he could be active in and happy with. This was his place.
Years passed and Rufus has settled into a comfortable place in the Auror office. He has notions that he'll someday become head of the office when the time is right - but he isn't rushing anything. It's not what matters, the work is. It's possible he has his eye on a certain Ms. Bones, though she's certainly far too young for him, and he's got enough friends to keep him happy when he isn't passing out on his desk or gorging on cafeteria food. It's a good life.
